With reference to the Duke of Devonshire's

Confidential Circular (2) despatch of the 16th February,

1323, I have the honour to transmit fifteen copies of

the Medical and Sanitary Report for the year 1932.

Draft legislation to replace the Public

Health and Buildings Ordinance, 1903, has now been

prepared in connection with Dr. Wellington's proposals for

the reorganisation of the Medical and Sanitary Services

of the Colony. The Bills already drafted include :

An Urban Council Bill.

A Public Health (Sanitation) Bill.

A Public Health (Quarantine and Prevention of

Diseases Bill).

A Public Health (Food)Bill.

'n Adulterated Food and Drugs Bill.

A Buildings Bill.

Copies of these drafts are enclosed.

The ground is now clear for consideration of

the position of the Sanitary Board and of the nature of

the body which is to replace it. The proposals put forward

involve a considerable widening of the present Board's

sphere of activity and the inclusion of such matters as

town planning, open spaces, recreation grounds, street

names, street lighting, and the control of food hawkers, has

been considered.
